As for the training, you must take the training before applying. In Placer County you do not just "drop off" your application. You schedule an interview, which is when you will turn in the application and present your training certificate.

Also in Placer, there is no "approved for further processing" notification. Every thing is done all at once (Interview, Application, Good Cause, Live Scan, etc.).

There are several Placer County approved trainers that I can recommend. Let me know if you need contact information for any of them.
Rocklin PD does not issue. I spoke with them this afternoon. I called twice and spoke with two different people to be doubly sure. I'm sneaky. So while it may be good form to go to the local PD first, it is not applicable to the city of Rocklin.

All Placer County residents must be trained BEFORE applying and must apply with the Sheriff's office only. I did have a role in developing the training curriculum and process. They require the 8hr State minimum and will do a thorough investigation on you; seems many folks have been faking residency here to get the CCW. It has become quite common, so beware. They also monitor this site and others. The new fellow in charge is Lt. Reed, it is no longer Lt. Borden; he was a great guy. Lt. Reed is a good guy but much more strict with issuance.

Training is completed and I'm waiting for March to meet with Lt. Reed. I believe my GC necessitates a CCW but we will see. I have had tons of guidance from calccw and other sources from the Placer area. All good people. Thanks for the info canuck. If you have any other Placer County specific information that isn't on the site already, this may be a good place to put it.

This is exactly why we refuse to help people try to skirt the law, and why we advise people to be careful about what they post here (and specifically why we don't allow posting good cause).

Right on! Keep us updated on your progress. The family and I were looking at houses in Placer today. Hopefully we will be there in the next few months.
