When someone is on active duty, they count as their residence the place from which they entered the service. So, for example, upon signing up in the Marines, you are a resident of Texas, that's the place you are a resident of for military purposes. You keep your Texas drivers license, you vote at your polling place just as before, absentee probably, etc.
If you entered active duty from, say, Kern County, you are registered to vote there, etc. and it is the place to which you intend to return when you leave the military, I would argue that you are a still resident of that county, and apply there. The Sheriff there is much more accommodating to CCW. The CCW issued in any county is valid in ALL counties in California. I have business all over the state. I could pretty much make any place my residence, my domicile, even if I might not be present there for months at a time. |

Welcome Skipper5. If your primary residence is in Texas, you won't be issued a CCW in California. Hope for reciprocity, but don't hold your breath. There is no CA state legislation currently underway to allow it. Maybe if the Federal national reciprocity bill passes.
