Depends on the PPA specifics. Location plays a huge part in how often the plant I work at runs. CAISO emergency dispatches in super-off periods due to 'transmission mitigation' ... never though I'd see a 100% natural fired peaking plant run in the wee hours of the morning. Other plants I've worked at that have had SO4 contracts usually curtailed during the super-off periods. I've been told our transmission system needs a good overhaul, but that is all rumor I've heard, I really don't know specifics.
