Close - it has not passed both houses of the CA legislature. It does mean that the Appropriations Committee will not visit the bill until such time as the bill is amended by the author to cost less than the threshhold amount.

The same thing happened last year and the bill died in committee even though DeLeon tried by amending the bill to lower the costs. It's hard to believe but the lousy state of the economy and the budget woes of CA are working in our favor. Now that the legislature has agreed on a budget plan we have to increase our vigilance.
