OK, let us not complicate matters. The law says (CA DOJ for all intents and purposes is the law in CA and lets not argue semantics) that we cannot carry in a bar. Others states have similar rules/laws and they have it set up in an identical manner (DOJ and issuing authority being separate) so we are not something special.

Also we are not here to challenge the legality of laws or the system by finding loopholes. While there is a time and place for those efforts, this is not the place nor the time. I will appreciate it, if you respected that.

PC 12054 says DOJ collects the filing fee from the agency. They collect the money, they are in charge.

We're not dealing w/laws here...We're dealing w/rules. DOJ makes the rules and they can revoke based on violation of those rules/restrictions.
