Sound just like my county of Sonoma just north of Marin. I've requested CCW issuing polices from most of the major cities in my county and they're all very similar. In most causes when I asked for their CCW policy I got a remark from the clerk something like the policy is we don't issue or don't waist your time we rarely issue. In every case I walked with a policy and was offered a free application. All of which are now in a land fill somewhere. Basically I was in search of a city police chief that may have a looser issuing policy but I came up empty handed. The plan was relocate to the city that had the easiest application process and apply. Sounds easy enough right? Wrong not in Sonoma county unless you're a LEO, retired LEO, reserve LEO or some sort of federal agent or retired federal agent. I'm sure you can add DA's/Judges, maybe a few lawyers and gun dealer to the list too. I agree all of those people should A's the good cause and in my opinion are at greater risk than the average person. However in most Sonoma county cities, especially the city of Rohnert Park stands out to me, their policy made it pretty clear they issue for the people mentioned above. The mention of the above people was very extensive. For the above people Rohnert Park had price break downs for one year CCW, two year CCW and temporary CCW prices. They didn't mention any other form of good cause that qualifies for a CCW issuance other than being a federal agent or LEO, active or retired on good terms.

Rohnert Park being the most recent CCW policy I requested, it's the one I remember the best. It goes something like this.

-Application: Free
-Amount due for review of completed application: $500.00+
-Live Scan Printing: I think $25.00
-Psychiatric Evaluation: $250.00 payed in full by applicant
-Three non family reference letters
-Completion of approved CCW training
-All of which is non refundable

I might have even left out other small processing fee's or requirement they add to the already extensive and incredible expensive list.

In my opinion CCW policy's like that serve no other purpose but to deter people from applying in the first place and to exclude most people on the basis it's so expensive hardly anyone can afford to attempt the application process. The numbers in Sonoma and Marin county don't lie and they show it's a small selective group who actually get issued a CCW permit. As for myself I'd rather wait and apply in a county with better odds rather than risk a disapproval from a county/city that could hurt my future chances of getting a CCW permit in a better county.

IT'S SAD BUT TO THE BEST OF MY KNOWLEDGE THIS IS THE REALITY FOR THE OVERWHELMING MAJORITY OF PEOPLE IN CA. Please correct me if I'm wrong.

San Bernardino County:

1. Clean background
2. Good cause = personal protection + a couple statements of your personal situation.
3. Total cost = $252.00
4. Patience, at least right now I hear that they are setting interview appointments for next year.

A few miles farther north and you would be in Mendocino county, which has a shall issue policy that recognizes the proper fees as well.

It's not 100 miles. Ukiah is only 60 miles from Santa Rosa. The Medocino county line is also about 15 miles closer to Santa Rosa. Not to endorse speeding but the HWY (101)moves at a rate of somewhere between 75-90 MPH from Santa Rosa to ukiah, except for a few S turn hill climbs and two or three straight aways that are well know speed traps where Chippers (CHP's) hangout, at one spot behind a huge oak tree. Don't speed tickets look bad on you CCW application. Laytonville is 105 miles from Santa Rosa but the divided, extremely windy and steep grade HWY makes it about 2 hours 15 minutes from Santa Rosa, including a little traffic in northern Santa Rosa and Windsor. I know this because I'm in Willits and Laytonville nearly every Sunday 365 days a year. Way off subject and borderline thread jacking, redirecting sorry....

Moving is looking like my only good shot at getting a permit. Being so familiar with Mendocino and it being so close to my home town area of Sonoma county makes Mendocino a highly considered option. I'm just not sure it would be a great investment being there's not a lot of work in Mendocino. I'm also considering the Chico area, Roseville area or foothills to the Seriera NV Mt. ranger (Aurburn or Placerville). I'm might be in the same situation in Mendocino, as I would be in the foothills, not a lot of work. I like all the places I mentioned above and it's a big designs to pack up the family and move. This isn't my tread and I don't wanna take up anymore space in this post. Hopefully something is learned of it about which counties are a good place to live or a nother good topic grows from my post. What's it to ya'?

Me thinks NPD. is trying to tell you something. Marin County has never been known to issue freely. I'm thinking that for you, it will likely boil down to moving further north or going without.

So apparently the fee is not set by Novato PD. The cost was set by a review completed in 2006 on the "actual" cost for processing a CCW permit.

Novato City Council set the cost at $548.00 and I'm attempting to now work with the Novato City Council to get the fees correct according to California State law because Novato PD cannot waive/adjust the fees.

Marin County Sheriff's office has the correct fees:

DOJ: $100
Processing: $100
Fingerprinting: $23

Total due at new application: $143.00
The balance of $80 is due upon issuance of license.
