Talking Is my "cause" reasonable in Orange County?

Hello, I am a 27 year old resident of Orange County. I would like to find out if it my "cause" is reasonable according to DOJ, in Orange County. Though I do not work in a hazardous environment, I am interested in obtaining a liscence to conceal, and would like anyone who can give me their opinion as to whether or not my "cause" would be justified to anyone who can put themselves in the same situation I have been found in. Any help would be greatly appreciated.
