Default Tuolumne County

Question here for my uncle:

He lives in San Joaquin county, but owns a vacation home in a Nor. Cal. foothill county He probably is up there 30~90 days a year with the family. Sometimes a couple weeks solid, but mostly weekends.

He spoke with the seargent in charge of CCW at the county's Sheriff's Office about getting a CCW from them.
The seargent asked him if he owned a home in the foothill county (Yes) and how much time did he spend up there (More than 30 days/year).
The SO said no problem, just take an approved class, fill out the application, etc.

Does this seem right? It just sounded strange, especially in California.

(I can provide the name if CCWI or a mod wants it via PM, but I don't want to get this county's SO in trouble.)

ETA: All of his cars are registered at this foothill county property's address too if that makes any difference.

It needs to be his primary residence.

Beyond that I will defer to our resident expert.

That's what I thought too, but to have the SO in charge of CCW in a county tell you that it is fine?

Maybe their threshhold of "resident" is less than other counties?
