I don't know how it works where you are, but I was told by my interviewer that if the Sheriff decides to deny me a CCW then I can appeal the decision and I will be given a meeting with the Sheriff himself to sell him my case. Maybe you can explain you need for a CCW better in person than on paper. Even if he the Sheriff still says no, at least you can vent out how you feel about it. What do you got to lose, you've already paid the non refundable fee, and been denied. Might as well give it one more fighting shot. I would.

Here's the funny thing. They RETURNED my check to me, uncashed. Strange, eh?

As for appealing, I don't think that it will work. I will just bide my time and take a wait and see attitude till, either:

- The Heller decision creates opportunities... or

- The Sheriff changes.
