Default unincorporated cities

is it easier or tougher to get a ccw in an unincorporated city?

Still part of a County. Will just defer to the County like a regular City.

You can skip the step of applying to the City PD 1st and taking your rejection letter to the RSD. But, Riverside Co. is not "easy" by any means.
Unless you are a Reserve Officer or a Judge, you will need a really good Good Cause statement. Or, you'll need to be politically connected or willing to go through the legal process.

I'm not trying to discourage you at all. You should apply but get some help with your GC first.

Someone with more experience it that area will probably be along shortly to offer suggestions.

It is easier, you bypass a city, who normally don't issue.

It doesn't.
I believe it's a MOU the Riverside Co. Sheriff has with the Chiefs in the County or it least it use to be that way when I lived in Riverside County.

It's basically a policy of the Riverside Cnty Sheriff's Office. If you live in a city, they'll refer you to that city if you try to apply with them.
