Default Once upon a time.....

Back about 30 years, once upon a time that was a state named Florida, in existance to this day. Crime was rampant due to social and economics disparities, complicated by the influx of different waves of immigrants, some political refugees, other economic refugees. Groups with different mores and customs. Some involved in illicit operations.
In the Casablanca of that particular state, known as Miami, and at that city's airport existed several different groups, drug runners, gun runners, black ops sanctioned/controlled by US agencies, the non sanctioned US, freedom fighter, "against all flags operators", some were Cuban DGI agents, double agents, all kinds of "Alphabet Soup"...and finally, the poor bastards trying to make a buck at aviation hauling cargo to the south. Oh yes, there were the standard operations, air carriers with some semblance of normality. Wheels within wheels.
Tourism was the preferred target of thieves and criminals in Miami proper. There was a lot of it due to low salaries and poor working conditions faced by locals.
The tourists were easily identified by their rental car license plates letters and numbers. Any car license plate with a Z or a Y ...Bing! . It was a rental or leased. it was Non local....now you were a moving target. Crooks knew that, so the tourists were the main target....then the tourism started to drop.... people tried to have the system changed and fought it, court cases ended up the state practice of issuing such license plates after several law suits. A German couple got robbed and the woman killed by a teenager over a cigarette lighter at a gas station. A high profile case.
Florida then through concerned citizens activism, became a shall issue state. Robbers found that they were dealing with armed locals even when sometimes the locals would rent cars. No impunity. Time to retire!!!
If you had a clean background, took the class and all other requirements. you got your CCW license. It was procedural.
A lot of people obtained the license, to then discover that it was a pain to carry some of the "heavy irons" of the time (Colt 1911, CZ-75b and Browning High Powers). The ones who felt it was necessary to "pack", did it. However, with most after the newness wore out, the new law caused crime to drop........the gun started to be left at home!!!!
You see my friends, people evolve. Those who want to exercise control over you to prop their ego, because according to them they know the score and you don't. Those people would learn that if they go to a shall issue situation in the great state of California, they won't have control over you, an ego wrecker!.
There will not be any "blood bath". The crime level will drop. After the crime level drops, the CCW issue will be relegated to a very non-issue and no one even talks about it except during the CCW process. What you resist, persists!!!!!!!
It simply will become a non issue. You will no longer be one of the exalted ones, the privileged one.......What an ego wrecker!!!!!
And what a waist of energy! Most states have already discovered that...
California, What the hell are you doing?????????
