I am in San Bernardino Co.
I am in the process of helping a good friend of mine with his CCW process in San Bernardino. It used to be that you call the sheriff and they would mail you the forms.
Lets take it from the beginning. If you live in an area or city where you have a police dept. then the rules stipulate the fact that you must first apply with the police dept. get a letter of denial from the PD, which is a procedural step, and then that allows you to apply with the sheriff dept. That is how it works, that is the understanding between the PD and Sheriff dept.
1)If you get this letter from your PD. or 2) if you live in an unincorporated area where the sheriff is the only LE agency, you go to directly to the sheriff dept.
If you got that letter, you'll have to show that so you start the process with the sheriff. Anyway you cut it, in most instances if you get issued, it will be through the sheriff dept.
The latest I have is that as of recent, You have to go to the sheriff dept. located at 655 E. 3rd. St. In the City of San Bernardino, produce your ID. and request the forms.
You will need to fill these out. You will require three letters of recommendations, these people will be contacted by phone, additionally you will have to come up with 4 other individuals the sheriff dept. will contact for references by mail.
You will require a background check, a live scan, and a class at the SBSD Academy where you will qualify with your gun. The SBSD Academy is located in De Vore. You will have an interview, where you take your weapon, unloaded, carry no ammo, to be checked out and to get the serial number, (which can be up to three weapons) listed on the permit. All except the Range activity will take place at the sheriff's office in San Bernardino.
The live scan is, from memory, so pardon me if it is not quite exact, about $120.00, you can do that the same day as your interview, also at that time they will schedule you for your class at the range. there is an additional fee for the background check. During the interview the officer will go over the details on your application.
Attitude: This will vary with different LE outfits. SBSD, in my experience conducted themselves in a very professional manner, I felt relaxed around the whole process, the manner of dress and demeanor was excellent, the process will take several months due to an upsurge in CCW demands lately.
The whole process spelled professionalism. I have observed otherwise, unfortunately, with other LE agencies, so this a salient point for me.
The class at the academy was highly informative, even for a guy like me, and the qualification process extremely fair. It was fun, I was impressed. All in all, a good positive experience.
