Default Training Before Renewal

My question is in regards to renewal of the OCSD CCW. If your cause hasn't changed, can you take the 4 hour renewal prior to submitting your application or do you need to wait wait for the "further processing" letter? I know last renewal I submitted everything, including the 4 hour training, all at once and got my letter. Has anything changed for renewal in 2009?

wait for "Approved for Further Processing"

IF APPROVED
Take class(es)
qualify weapons
go to Armory
Receive Permit

You take the training after you have been approved for further processing. It's in the fat envelope information.
