Unless you are actually living in California state laws say you will not be able to get a CCW permit. Legally you have to have residence in California for more that 6 months out of the year every year to be considered for a permit. I know this since I work for county gov't and someone already tried that and was turned down for just that reason since they reside in another state for over 6 months during the year. Ask the sheriff in the county you plan to apply in. They will probably tell you the same thing. I found that out working for local gov't.
Otherwise the only way you can legally carry is to be on duty conducting official business for the military. Goto Bureau of Firearms - California Dept. of Justice - Office of the Attorney General for more information. State law does in fact say you must reside in this state to get a CCW permit at the website I just indicated.
