Yes. The exits must be operational
whenever the building is occupied.
The Fire Code is very clear:
The exit door(s) must be operational without any key, special tool or special knowledge when the building is occupied.
That being said, I doubt if a fire inspector is going to be out and about during the time frame you are working, and most police officers I know don't know anything about the Fire Code anyway.
When I administered the Fire Codes, we did it as a local (City) ordinance and the fine for illegally locked/blocked/obstructed exit door was $1,000.00. Each door is a separate violation...
