The requirement you speak of is simply a county policy and condition of issuance of your CCW. For example here in Fresno there is no such requirement and since it is not law we are under no obligation to tell the LEO unless directly asked.
That is not to say you should not tell the LEO anyway but the choice is ours to make. If I were a passenger and this was a simple traffic violation stop and there was little to no interaction with the LEO then I probably would not tell him/her.
