Where you live has a great deal to do with HOW you live. Take a major city, like San Francisco, the local authorities expect you to rely on their services. Then you have say, the outskirts of Redding or Chico, the local LE expect you to take care of yourself when necessary.
To the OP, like stated before, yes, this is CA and they can deny you for any reason they see fit.
