Personally, plastic or metal....I don't "literally drop" any gun.
It simply is my preference. Everyone is different.

Default No private party is authorized to confiscate government property

I think Government issued ID is property of issuing government and I'm authorized to carry and use it but it's still not my property.
So as many of company ID, and even credit cards.
I think no range have authority to confiscate government property.
and I also think $40 is not "fine" but "penalty" or "Additional charge" because range is just private business.
I'm surprised the guy paid $40 before he sign to any agreement yet.

Before you are allowed to use the range, the range personnel will have you sign a contract in which you agree to abide by the rules of the range. Who the ID technically belongs too is a minor issue here. The guy had an attitude problem. He showed a cavalier attitude towards proper firearms safety. Anyone coming off the line and trying to be cool by tossing his gun down need serious attitude adjustment.

This guy had the option to not pay the fine, fee, or whatever you want to call it. He also had the option to call the cops to get his DL back. However, if that would have happened, he would have been forever band from that range and possibly get his butt chewed on by the cops. Would have loved to have a cop take the guy down a few notches.

The guy was an idiot and Rob P. did the right thing.

I thought it would be obvious that it's the Glock which is plastic and ninja proof / indestructable. I don't think anyone really cares if the counter could be damaged by dropping a gun on it.

Speaking of Ninja's, I NEED to hook up with a great gunsmith. Know of any?

But I'm not sure if range can legally confiscate State issued ID.
And I thought range asked him to pay $40 before he sign contract.

Plastic or not, for me, it is basic gun handling. I do not "plunk" any weapon.
I show care and respect for all equipment under my charge. It is a behavioral pattern that comes from experience and learning.
I have witnessed my share of other people committing unsafe gun acts. It will happen when things get heated, it will happen surprisingly fast and it will happen if your basic gun discipline is lacking.
None were committed around a gun range because discipline was enforced.
Anyone can go home and plug the television or shoot themselves in the foot, that is where gun discipline comes into play.
You guys heard about the SS guy who had a ND and accidentally shot another SS man in the leg, in the white house recently.
So if you don't do it right, then you have those who have, and those who will, it is all a matter of time.

Half the problem is no range safety training for newcomers. My old range in another state required all first-time visitors to sit in a room and watch a gun safety video before being allowed on the range.

I do it all the time. Just make sure to point the muzzle in a safe direction.

I don't really see the big deal of your 'scary' experience here to be honest. A one minute conversation in a calm & professional manner could have controlled the situation while providing some free eductaion at the same time.

Sure!

But how many people do you think take it that far? To hire a lawyer to fight a $40 fine imposed by a range who you willingly handed over your license to?

I don't think the point is to hold a license hostage, but probably to have verifiable identification to copy down a persons particulars when you want to ban his lame butt from your establishment.

Point is...don't do anything stupid at the range, and all this is moot. And if you do violate rules, and have agreed to a policy that may include fines, then be a man and pony up!

My experience meeting people on this forum is that non of us would do that, anyways.

This is an interesting one.

For the record we are all Range Officers and with that in mind if you see a gun pointing in your or anyones direction you should instantly take action. I do not care if the slide was back, I do not care if you can see there is no mag, have you personally checked the weapon ? Would you stake your life of the fact that there in not a round in the chamber ?

In this circumstance you could tell the man "Muzzle" or you could pick his gun up and check it and set it down in a safe position.

You can not rely on the range staff, you can only rely in your self.

Glad everything turned out OK, when I visit my local range I am always on edge as I see fools putting the lives of other shooters in danger all the time....And yes I tell them right there and then.
