Depending on the area, gravel works well too. It's very noisy to walk on.

I'm sure the police are as frustrated as you are with the situation. They know that there is a fine line for these types of offenders from the peeping stage to the acting stage.

Also, if these bushes are providing easy places to hide, perhaps you could suggest to the complex manager to have them trimmed back to make them less of an issue?
We have a gully near us that was a favorite for dopers. We trimmed back the overgrown bushes and planted poison ivy.

Probably not good for an apartment complex. But the trimming is a good idea.

The funny thinkg about him hiding behind the bush is the bushes are not big ehough to hide in or behind, not a whole lotta leaves. And I like your idea SierraNevada, I will PM when I get that info!
