I am glad I am in a county where LEO notification is not mandatory.
If as described this deputy stopped what she was doing at a traffic stop and walked all the way across the street to tell him not to have a dog on his lap and did not give him a chance to speak, it sounds as if someone was having a bad day. I do not think that if I believed this "encounter" was going no further that I would have informed her either.

This sounds like an official contact to me, but also that the LEO may have terminated that contact so quickly that notification might not have been possible. I wasn't there, so I don't really know how quickly this all transpired.

People keep saying "official contact" when that is not what it says. But if you break this down even further you can also say that you should only announce when "contacted by a police officer", not when you contact them. And you can also say that you didn't need to tell her at all because she is a Deputy Sheriff and not a police officer. Yes, there is a difference. Common sense will dictate what you will do - e.g., when it is safe to hand them your license, when you should or shouldn't tell them. I would only have done it at the point where she asked for my drivers license, because it is "safe" for her and me to reach in my pocket and get my license. Or if she asked the question "Are there any guns in the car", before I am able to show her my license.
