BTT, I think dogs are supposed to be restrained in vehicles, even if they're in the back seat. YMMV.

It all went by so quick. She walked away, and then I realized, I hadn't told her about my CCW. I think I made the right choice. In my opinion that wasn't really an "official" contact. In fact, she hardly even let me talk.

So, would you have notified the deputy that you had a CCW in a similar situation? (For those unfamiliar or outside Orange County, we are mandated to notify law enforcement upon an official contact that we have a CCW)
Where in the terms of the license does it say "official contact"? It says "...any contact...". You had about 30 seconds to tell her and should have.

I am glad I am in a county where LEO notification is not mandatory.
If as described this deputy stopped what she was doing at a traffic stop and walked all the way across the street to tell him not to have a dog on his lap and did not give him a chance to speak, it sounds as if someone was having a bad day.
I do not think that if I believed this "encounter" was going no further that I would have informed her either.

This sounds like an official contact to me, but also that the LEO may have terminated that contact so quickly that notification might not have been possible. I wasn't there, so I don't really know how quickly this all transpired.

You are correct. I must have read that elsewhere in the forum. Do a search for "official contact". The terms actually state: "If contacted by a police officer for any reason, license holder shall immediately announce that they are carrying a concealed weapon and has a license to do so."

In this situation, I didn't interrupt a deputy who was talking.

Before I could say anything else, the deputy was walking away. I think it's a good idea not to announce you're carrying to a deputy who has their back turned to you, walking away.

You handled it well.

Yah that probably would not have been the most prudent action.

Sounds like you just didn't have a reasonable opportunity to inform. From your account I don't really see how you could have handled it any differently without causing major problems for all parties involved.

Going by the letter, you should have told her immediately. Again, the terms of the license for OC doesn't say "official contact" it says for "any reason". It also says you must announce "immediately".

I'm not really saying you did anything wrong here, because I probably would have done the same thing. Just trying to point out what the terms of the license states. People keep saying "official contact" when that is not what it says. But if you break this down even further you can also say that you should only announce when "contacted by a police officer", not when you contact them. And you can also say that you didn't need to tell her at all because she is a Deputy Sheriff and not a police officer. Yes, there is a difference.

Common sense will dictate what you will do - e.g., when it is safe to hand them your license, when you should or shouldn't tell them. I would only have done it at the point where she asked for my drivers license, because it is "safe" for her and me to reach in my pocket and get my license. Or if she asked the question "Are there any guns in the car", before I am able to show her my license.

Yeah, we aren't bus drivers.

Seriously,
Tell that to the the guy invalidating your CCW after you try that one.
