I know this, if you want inexpensive and reliable, go with a EAA Witness, a CZ- 75 clone. I know people who have them, I had one. I would trust them with my life. I had one with the chrome finish. It was all steel so it was heavy, now they have the polimer frame. Not on DOJ list. Look for a used one. It is accurate as hell, it will "eat" anything you feed it. They have a model with a decocker.
The other choice is the CZ P01, 9mm. Nato side arm. I think it is on DOJ list, you'll pay more.
If I were you, I chase down a EAA witness. Mine was .40 Cal. mag. drop free.
If you go for a CZ, make sure it is drop free mags.
Since you mentioned CZ, I have both a CZ75B and a CZ52, both outstanding guns, the 52 is a C&R, and can be had for around $150.

I think the -52 shoots the Tokarev round. One hell of ballistics.

I also found this and stand corrected:

Echeverria's pistols enjoyed considerable success during and after the Second World War. German forces and their allies purchased considerable numbers of the 9x19mm Star Model B, and the Spanish military arming itself with the 9mm Largo (9x23mm) Star Model A. In 1946 the Spanish military adopted an updated version of the Model A, the Model "Super" in the 9mm Largo. The Models B and Super B in 9x19mm were also successful, being adopted by a number of nations and police organizations worldwide, to include West German police agencies and the South African military.
