Each model has to be submitted independently by the manufacturer for approval. If Kimber only submitted the 3", approval would not automatically be applied to the 4" for example.

Its not that DOJ won't certify it. Its that Kimber is not making it to conform to CA law. No mag disconnect. So Kimber cannot send in guns for approval unless it has that feature, which won't happen.
