This is great news..not just because many of us can add another state we can legally carry in, but it shows that the barriers to ccw across the country are falling, one state at a time.

OK, last Nevada question (at least from me.) Previously, there were different requirements for different counties in Nevada, correct? (i.e., Clark County required additional registration or qualification.) Now, having a Utah permit will cover the entire state, no additional registration or qualification needed?

No additional registration or qualification is needed. One of the requirments was a 24/7 database. That takes care of that issue.

Default CCW looking up in NV

My family and I were out in NV this past weekend (Mustang Range to be exact) and struck a conversation with a NV CFP (Concealed Firearm Permit) Instructor. He said that the new rules are similar to the old rules in Clark County, except if you have an NV CFP the sheriff will escort you (now without cuffs) to the station where you register your weapons (same list as on the CFP), have the one(s) you are currently toting inspected and returned to you and then you are on your way. Or if you are inclined, you can up front register as you enter Clark. The main news is that you are no longer arrested first. This apparently goes for all southern counties as well, as reciprocity with Arizona started Friday 09-28-07. The AZ folks don’t have to unload and lock up when crossing into NV any longer. The following article does run a bit contrary to the CFP Instructor as AZ isn’t listed - but the best bet is to get the NV permit. It is a fun weekend event and within reasonable costs if you visit even once in a while. There are hundreds of instructors and some are under 100 for the 6-8 hours of class and qualification.

Beginning Oct. 1, the state of Nevada will recognize permits from eight other states that allow people to carry concealed weapons, the Nevada Department of Public Safety announced.

Those states are Alaska, Arkansas, Kansas, Louisiana, Missouri, Nebraska, Tennessee and Utah.

The 2007 Nevada Legislature passed a law that allowed concealed carry permits from other states to be used in Nevada. The Department of Public Safety, with the help of the Nevada Sheriffs and Chiefs Association, reviewed the laws from other states. It found 16 other states that had an electronic database accessible 24 hours a day that identifies valid permit holders. Of those 16, only eight had concealed carry permit laws that were as stringent or more stringent than Nevada, the Department of Public Safety said.

It will review the list of approved states every year, the Department of Public Safety said.

A CA state wide electronic db and a central issue would get us a lot of milage. Will it be in our future? Would be nice.

Default handgun registration still in effect in Clark County

Along with the new changes in NV CCW, SB92 was also passed and signed into law. www.leg.state.nv.us/74th/Bills/SB/SB92_R2.pdf

SB92 was suppose to get rid of the Clark County "blue card" registration system. However, it was amended and compromised.

Under the new registration system, non-residents of Clark County have to register their handguns with LVMPD if they are staying longer than 60 days in Clark County. Residents of Clark County have 72 hours to register their handguns.

This new system goes into effect by 01-01-2008.

So, until 01-01-2008, the old "blue card" registration is still enforced in Clark County. If you are staying longer than 24 hours in Clark County you have to register your handguns.

Hi Quiet------------ Thanks for the clarifications - range talk is sometimes interupted and confused by all the background action. I've avoided Clark Co. but I'm now planning to visit next year with the Boss of me. Something seems to attract her to Vegas and not Reno or Carsen.

I looked at the web site: It didn't say about non-residents must staying longer than 60 days in Clark County. They are speaking of "the people of Nevada", which means the RESIDENTS of Nevada.

Clark County Code 12.04.200 Registration of firearms capable of being concealed.
It is unlawful for any person to own or have in his possession, within the unincorporated area of Clark County, a gun, pistol, revolver, or other firearm capable of being concealed, unless the same has first been registered with the sheriff or with a police department of any of the incorporated cities of Clark County. (Ord. 242 § 20, 1965)

Clark County Code 12.04.110 Registration of pistols within twenty-four hours.
Any person receiving title to a pistol, whether by purchase, gift, or any other transfer, and whether from a dealer or from any other person, shall, within twenty-four hours of such receipt, personally appear at the county sheriff’s office, together with the pistol, for the purpose of registering the same with the sheriff. It shall be the duty of the sheriff to register the pistol, and he may, and is hereby authorized to cooperate in any manner he sees fit with other law enforcement agencies, and with licensed dealers, relative to registration of pistols, so that efficient registration shall be secured at minimum cost and duplication. (Ord. 242 § 11, 1965)

These two codes are what LVMPD uses to mandate registration of handguns in Clark County. 24 hours is the time period allowed to register your handguns. LVMPD interprets Clark County Code 12.04.110, as any handgun entering Clark County. So, non-residents to Clark County are not extempt from these codes.

SB 92 makes changes to NRS 244.364 Limited authority to regulate firearms.

These changes forces changes to Clark County Code 12.04.110.

The new changes allows a period of at least 60 days of residency in the jurisdiction before registration of such a firearm is required and a period of at least 72 hours for the registration of a pistol by a resident of the jurisdiction upon transfer of title to the pistol to the resident by purchase, gift or any other transfer.

Residency = "the act of dwelling in a place".

Therefore, after 01-01-2008 and as a non-resident of Clark County, as long as you dwell in Clark County for less than 60 days, you do not have to register your handguns with LVMPD.

Currently, LVMPD is still enforcing the 24 hours to register any handgun possessed by any person while in Clark County. LVMPD teaches their cadets that any unregistered handguns should be considered illegal and the people possessing them to be criminals, which they techinically are since it violates Clark County Code.

Currently, if you are caught possessing unregistered handguns in Clark County, (depending on your demeanor & the disposition of the LEO contacting you) you will either be taken to a substation, have your handguns registered & given a warning or you will be placed under arrest & have your handguns confiscated.

So, until 01-01-2008, register your handguns with LVMPD.

I have taking training and range in Nevada. Once you get the Certifciate, they mentioned you can make a copy of certification, driver license and get the Nevada fingerprint, the LVMPD gives you the card of fingerprint.

When you have all theses, just apply Florida CCW and mailed them (copy certificate, copy driver license and fingerprint card) all to Florida. No range or training. They will mail you the ccw permit.

Default NV now honors FL CCW permits.

On 01-03-2008, FL was been added to the list of states that NV will honor.
