I was told that I should apply for Florida and Utah in case this National CCW ever passes that current holders would be grand fathered in. With my CCW class I paid an extra $100 to get the application and necessary requirements to do this and all that is left is paying the money to these 2 states.

Is this something I should do or am I further wasting my money?

I'm not sure what the person who told you that meant. If he meant that you'd be able to carry in CA on a UT or FL permit, that's not going to happen even if this bill does pass. And at this point, I doubt seriously that it will pass. It's been proposed many times before, and it never gets anywhere. But whether or not it does pass, your FL and UT permits will still be useful if you travel.

Sounds good. I guess since I have gone this far and all I have to do is send the applications in I might as well do it. I just wont be in a hurry because it was said to me as if there was an urgency to get it done before Bush signs the bill.

The way it was told to us was that we would be grand fathered in to a National CCW by having a currrent permit in 1 of these states. I later am now learning that it wont apply to Cali and a bit upset that we were told this info because it seems like it was to make more money beyond the CCW class prices.

I hate to think we were buttered up in spending that extra $100 to stay for this UT and FL class requirements by being told it would give us National coverage.

Oh well either way the class is required to obtain these permits so I can send them in at any time and at least have bragging rights that I have 33/50 states to carry in. Never been to those states but it cant hurt to have the permit.

I didn't say that this law would not apply to California. But we have to be clear on what exactly this law will do. It will provide that a resident of a state, say California for example, who has a permit issued by that state, will be able to carry in all 50 states. Likewise, California would have to recognize permits issued by other states to its residents. What this law will not do is provide a loophole for citizens who live in states where issue is discretionary (California for instance), to carry in their home state without a permit issued by that state. There is no way that would be allowed. It would either get amended in committee before it ever got to the floor for a vote, or it would get challenged in the courts and be struck down if passed.

Gimper is basically correct.... Its a complex area of the law involving federalism and states rights and the such, and there are some avenues open to congress now that weren't available a few months ago...

But its VERY difficult for Congress to say "California has to recognize out of state CCW permits possessed by its own citizens."

I was just hoping that this would be a way for people like you OC guys to get a CCW and not have to worry about your county. Fortunately I live in SBD county and expect to get my permit soon but I would like to not have to become prisoner of this county just to keep my CCW, even though it looks like I will.

Well, its not without merit.... It seems fairly comical that people from OUTSIDE the state could carry here, and we couldn't.... I dont see a situation like that lasting long.

It's been going on within the state ever since the CCW system was put in place.

LOL, I remember that thread. I'd help find it, but I lost all those bookmarks when my computer crashed a few months ago.
FWIT, I can't see California accepting non-residents to CCW, much less accepting a Utah permit for a residence in place of its own!

That was part of Colorado's reasoning for switching their system...Residents were going and getting Utah and Florida for the number of Reciprical states, and CO was losing revenue. Now permit holders must be residents of the state honored.

Default If national reciprocity forced Ca to recognize out of state

permits, I think there would be a huge political backlash to get Ca to go Shall Issue. Nothing would upset me (and other un-carrying owners) than a bunch of foreigners walking around heeled.
