Default OCSD CCW Data Base now current and the numbers dropped

Melissa took over the department last August. The actual hard copies in the files and the in house data base was not current.

As a result the numbers that were being banter about were way off.

All permits that have been expired for more than a year have been removed. The revoked ones have been pull from the data base also.

These are what remains.

3,047 names in the data base. (This was the number that was made public in the past.)

1,889 names do not have a current CCW. In-active (Expired less than 12 months, renewed and not picked, first time approved and not picked)

1,158 current issued permits. As of 11/1/07
175 - Four year permits (Level 1,2, and 3 reserves)
32 - Three year permits (judges)
951 - Two years General Permits

The data base will now be kept current every month.

Also for the record there are over 300 permits typed, approved and waiting to be picked up by the holder.

When I added a gun a couple of months ago, Melissa typed it up and gave me my copy. I just noticed that she didn't have me sign it. Should I just sign my copy and forget about it, or should I call her, since it's a three part NCR form (in other words, should my signature be on all three copies)?

Yes it should be on all three copies. One has already been sent to DOJ, the last copy stays in house. If DOJ does not contact her, which would cause he to contact you, I would leave it alone.

I thought OCSD have more than 175 reserves? Are some reserves able to carry legally without a CCW (on duty or off)? Or are most reserves not applying for a CCW?

Don't "designated" Level 1 Reserves have 24 hour status and therefore don't need CCWs?

830.6. (a) (1) Whenever any qualified person is deputized or

department under Section 35021.5 of the Education Code, a reserve
officer of a community college police department under Section 72330,
or a reserve officer of a police protection district formed under
Part 1 (commencing with Section 20000) of Division 14 of the Health
and Safety Code, and is assigned specific police functions by that
authority, the person is a peace officer, if the person qualifies as
set forth in Section 832.6. The authority of a person designated as
a peace officer pursuant to this paragraph extends only for the
duration of the person's specific assignment. A reserve park ranger
or a transit, harbor, or port district reserve officer may carry
firearms only if authorized by, and under those terms and conditions
as are specified by, his or her employing agency.
(2) Whenever any qualified person is deputized or appointed by the
proper authority as a reserve or auxiliary sheriff or city police
officer, a reserve deputy sheriff, a reserve deputy marshal, a
reserve park ranger, a reserve police officer of a regional park
district, transit district, community college district, or school
district, a reserve harbor or port police officer of a county, city,
or district as specified in Section 663.5 of the Harbors and
Navigation Code, a reserve officer of a community service district
that is authorized under subdivision (h) of Section 61600 of the
Government Code to maintain a police department or other police
protection, or a reserve officer of a police protection district
formed under Part 1 (commencing with Section 20000) of Division 14 of
the Health and Safety Code, and is so designated by local ordinance
or, if the local agency is not authorized to act by ordinance, by
resolution, either individually or by class, and is assigned to the
prevention and detection of crime and the general enforcement of the
laws of this state by that authority, the person is a peace officer,
if the person qualifies as set forth in paragraph (1) of subdivision
(a) of Section 832.6. The authority of a person designated as a
peace officer pursuant to this paragraph includes the full powers and
duties of a peace officer as provided by Section 830.1.

Thats disconcerting.

That's quite a bit less than we were led to believe. it actually means there are less now that previously, and more in line with Bill Hunts comment about there being less than 1200 CCW's in the county...

Designated Level 1 Reserves are 830.6 Officers with 24 Hour 830.1 authority and powers. Everyone else would need a CCW to carry off duty... unless they're crazy or stupid enough to become a LEOSA test case... and I don't know of anyone who is that nuts.

What does that have with anything?

You might want to read Hunts "Sheriff Total Accountability Reform Package"

Be sure to look at #1 and #2, they directly impact you personally.
