Chris Norby's notes and computer screen during the contentious Jan. 13 board meeting: When I say "unedited," I mean the weird hiccup at the beginning of the version released by the OCSD -- in which the footage jumps back a few seconds -- is absent. But both versions make it pretty clear this wasn't random, wandering camera work. I haven't yet seen more complete footage from that day, but those who have tell me said it is even more clear the camera operator is attempting to zoom directly onto the screen of Sup. Janet Nguyen's PDA, but there's too much reflection on the PDA screen for anything to be visible. Keep in mind, however, that this is footage from just one of the two cameras covering the board room.

A crude attempt at intelligence collection for the sheriff's benefit. The information went to the sheriff. The sheriff attempts to refuse the release of the complete set of information they obtained. Clear intent demonstrated, perpetrators show ability, opportunity and knowledge.
