Friday, October 24, 2008 Sheriff comes to Coto de Caza Sheriff Sandra Hutchens said she would be responsible for anything that goes wrong. By MARK EADES The Orange County Register Orange County's new sheriff rode into Coto de Caza, giving residents of the gated community a chance to see her up close. Sandra Hutchens spoke on Wednesday to members and guests of the Rotary Club of Coto de Caza/Rancho Santa Margarita about the challenges of policing Orange County. "In this county we enjoy a low crime rate," said Hutchens. "But we need to keep doing stuff to keep it that way." One way Hutchens intends to keep crime rates low is to make area commanders and their staff accountable for crime in their area. Hutchens said her priority for the next three months was to set up a monitoring system. According to Hutchens, a survey employees of the department took said that they weren't being held accountable. Hutchens said that because she worked for a while in the Norwalk bureau in the Los Angeles Sheriff's Department, which covered portions of unincorporated Los Angeles County as well as contract cities, she understood how important covering areas like Coto de Caza are to its residents. "The county is your city police department," Hutchens said. "Law enforcement in Orange County shouldn't be that difficult. People in Orange County support law enforcement." Although field commanders will be held accountable, Hutchens said, the sheriff is ultimately responsible for the department. "When we do something wrong, and it will happen, I'll stand up here and accept responsibility for it," she said. Hutchens also talked about the growing gang problem recently reported on by The Orange County Register. She urged the formation of a county-wide gang task force to fight the problem. "Fighting gangs doesn't stop at a city's border," said Hutchens. One of the issues facing Coto de Caza is what would happen if there is a large county-wide emergency such as an earthquake. Hutchens sounded a warning to residents cautioning them not to rely on government agencies. Hutchens said people living in remote areas of the county should be prepared to survive for days and even weeks on their own. "We're going to have an event sometime that will be so large that it will get us off track for some time. We're the best prepared state because we have so many disasters. Oh I'm sure there is some legislator out there trying to close that "loophole".

The worst part is we have penal code and court cases that say the business only applies to the owner(s). They never bothered to qualify who they sent that too.
