Default Welcome to Orange County, now part of LAPD/LASD

Undersheriff John Scott has more than thirty-six years in law enforcement experience with the Los Angeles County Sheriff’s Department. Prior to his retirement from the LASD, Undersheriff Scott served as the Division Chief of the Custody Operations Division commanding over 3,000 personnel, an average daily population of 22,000, and annual budget of $400 million. His past assignments include commanding patrol and detective

Assistant Sheriff Michael R. Hillmann has over 41 years of law enforcement experience with the Los Angeles Police Department. Most recently, Chief Hillmann served as the Deputy Chief of Police, overseeing the Incident Management & Training Bureau, West Bureau Operations and Special Operations. Among his various assignments, Chief Hillmann has experience in Air Support, Patrol, and SWAT. Serves as an Instructor and Lecturer, including lectures at USC on “Police Response to Hostage Situations”; and “Counter-Terrorist Incident Response and Management” for the United States Department of State, Anti-Terrorism Assistance Program. In 2002 Chief Hillmann served as a Security Planner for the Democratic National Convention

One of the major reasons I moved to Orange County was because LASO/LAPD and done such a bang-up job fighting crime where I lived.

I have to wonder if these two ex-LASD/LAPD types did such a great job in LA and LA must be a wonderful place to live because of their stellar police force, why did they retire to the OC?

+1... Used to live/work in Torrance, the strip where my office was was part of the LA river belonging to LAPD. Had to call 911 once when someone broke my SUV window... LAPD asked...

LAPD => Are you in bodily harm?
Me => 2 guys just broke my car window parked in the parking lot. Sounded like a shotgun. I am inside the building.
LAPD => When they break the building window and come into the premises, call us back.
Me => I was on hold for 3mins waiting for you to answer... if they break the window of the building... I won't have time to call cause I'll be running the other way.
LAPD => You are not in bodily harm and we cannot send someone over there.
Me => (censored)

Because Los Angeles has become UNLIVABLE. Even Simi Valley (which was Copland West) has gone to hell lately.

I lived on the border of LAPD Division 6 (Hollywood) and LASO West Hollywood division.... I mean literally.... A walk of 100 feet and I could jump between jurisdictions.... The beat officers did their best, but their hands were tied by their autocratic bosses who we've now inherited.

SANTA ANA – Sheriff Sandra Hutchens named two Los Angeles law enforcement veterans to her command staff Tuesday, mixing new blood with several insiders in a department in need of change......

Supervisor Janet Nguyen was critical of Hutchens' choices and said she doesn't feel her concerns -- that she has stated to the new sheriff -- were addressed. Nguyen said the jail system is obviously in need of reform and she doesn't like the current jail executives -- like Davis -- staying in place.

"I'm still not convinced that promoting from within will achieve that goal (of cleaning up the jails)," Nguyen said.

But Nguyen also said she is angry that Hutchens didn't choose a law enforcement professional from within one of Orange County's other police agencies. That person could have brought the local perspective while still being outside the sheriff's department, Nguyen said.

"Why are the three top staff command members all from LA?" Nguyen said.

Im wondering if they put this new sheriff in place so there was no chance Walters would gain any political ground outside his department. Whatever reasons the sups used its very disappointing. Future Predictions:

The honeymoon period will wear off and sandra will continue to make political gaffs that will mean the quick demise of her campaign in 2010. She has already shown the firearms community her true colors. sandra if your reading this ............. anti-gun/self-defense campaigns are dead losers not only here but around the country. Take a clue. Remember, you were selected by a handful of people who acted on their own interests. In 2010 you face the voters who will elect a new sheriff. Guess which way Im voting?

Last thing, I can always tell the moral compass of an individual by the way they treat anothers right to self defense.............has anyone checked to see if this isnt a female clone of Gates?

Well folks as much as I hate to see the San Bernardino area grow, there is a lot of good places in this CCW friendly County to move to.

John reported for duty today. His first official day on the job. We are now officially "Los Angeles County South". Mike starts September 2nd. The top three slots at OCSD are now filled by LA people.

"A "little" education on Chief Hillmann for those that don't know him.

THE LAST ORIGINAL member of the VERY FIRST SWAT team in the U.S.A.

Worked SWAT as an element member, team leader (that's Plus One for in house guys), Came back as LT., Capt. at many divisions including Air Support, Appointed to Deputy Chief by Bratton when he came in.

I'll say with confidence Chief Hillmann is a subject matter expert (understatement) on Crowd Control. The drama that was the MAY 1st incident in 07 was a direct result of not having Hillmann in charge. Hillmann was reassigned by Bratton to revamp how the dept. handles these crowd control events afterwards. While I may disagree with some of the changes, he is very in tune with what works from mgmt. to the troops in crowd control.

He's tesitified and wrote in National LE magazines (regular contributer to THE TACTICAL OFFICER magazine), and testified, studied, taught many classes worldwide on officer's reaction time in an Officer Involved Shooting. I saw him personally climb into bushes as a captain to get the EXACT view the suspect had, officers had for a OIS review. You still don't find command staff with that much conviction.

He's referred to by METRO personnel affectionately as the "Old Man". Respect for him is as high as Gates among tactical officers both in LA county and across the country, even Germany's GS9 and Great Britain's tac teams.

There's a saying carved in wood in Metropolitan Division's Office that reads:

Metropolitan Division is a special place with special people
EARN YOUR REPUTATION.......Mike Hillmann

Those of you in OC, ask the Chief about "Contributors and Profilers". He will most likely bring it up at conference. Also a big proponent of the Silent Warrior concept.

I will always be proud to have worked under his command, and even more proud to have worn the METRO pin in his tradition.

Farewell Chief Hillmann, THANKYOU for making LAPD a better place, for keeping the troops first (why he is'nt chief of Police), and for making all of us focus on TACTICS FIRST!"

But what does that have to do with Orange County? His skill set is not needed down here. We have qualified people with the right skill set with the department. He has ZERO experience dealing with contract cities.

More importantly for those of us that personally know him. He is anti-ccw. This is a well known fact at his former agency.
