To recant what I commented on another thread:
Sounds like you guys in OC you have a
self-serving-badge-wielding-anti-gun-democrat rather than a real sheriff who serves the public trust.
I count myself as lucky to have a good sheriff up here. If you can get enough OC resident signatures you can certainly have a sheriff recall and get her fired by the power of your vote if the board of supervisors fails you, and replace the board for that matter if the board fails you. That is a right of the people. I know it's sounds like "yeah, right" but it does make you think of what possible solutions are there.
