CCWI would not need that statement on his classes, he trains them after they have been approved, per policy.

The addition point is that an instructor should be the SME in the subject they are teaching. Being such, I would expect the instructor to question prospective students as to what county they are in and for the case of the OC, whether the student is at the appropriate stage of the process to take the class and if not, to inform them of the that fact.
