He should also report the "other" instructors to whomever controls their licensing/training/continuing ed requirements. Giving bad info to students is seriously wrong.

Thank you for your kind words. OCSD doesn't care what the other vendors do as long as they adhere to the min. standards. They vendor doing this is also the same one who trains people before they get approved. Per OCSD, you are suppose to get your training AFTER you have been approved for further processing. I know the rules, I set the program up with Lt. Hogbin when Mike came into office.
