...and nobody gets fired?
These things point to a severe lack of training and a lack of anyone taking this job very seriously. There are people at a higher level here who bare a lot of the responsibility in addition to the marshals. By not firing someone for these offenses, management is telling the marshals that it is OK to screw up. Sure, everyone makes mistakes but his is one job where you can't make these types of mistakes.
