I think that you'd find that most of us would agree with you. As CCWI stated, appeals and such are basically a dead issue in urban counties. I don't necessarily think he's telling you NOT to appeal, just that you probably won't be approved even
after that appeal.
IMHO, filing an appeal
may preserve some standing to sue, but then right now, winning that suit is not a guarantee, it'd cost you a lot of $$$$$ and the matter could end up changing in the next few years anyway, even perhaps before your case goes to trial and you'd have just wasted much dollars...
