Read the FAQ on applying in OC.
At the moment OCSD is not issuing at all, we're waiting for the new Sheriff to release her policy. It's expected to be 1-3 weeks or so before it's out.
You can't apply before you move to OC. The only thing you could do is prepare to apply - get your letters of recommendation in order, get your Good Cause statement written up and reviewed -

I think you're asking if it's easier to get a CCW in CA if you already have one from another state. The answer is no. If you've been turned down in another state, it will be much harder to get one in CA. But if you've been issued elsewhere it's not an advantage here.
