YES THEY ARE. 
They are exempt from 1 gun a month, the 10 day waiting period and non DOJ approved guns.
I asked a LEO that I know and that's what I found out. Makes me mad that we as law abiding citizens have so many restrictions and the bad guy can get whatever they please.
California has too many *#$@ laws.
