I'll try to answer some questions, as I see that I have been unclear:

To all who answered re: the issuing authority question, I thank you. I knew I had to apply to the city first, but CCWInstructors post, and the time of day at which I read it, seemed to suggest that I could skip that and apply directly to the county, which seemed counterintuitive.

I currently live in Atascadero, which asks only that you come by their office and pick up a form letter with your application to say that you followed channels.

I will, however, be moving very soon - and one of the two places I'm looking is Paso Robles, and it seems more and more likely with each passing day that's where I'll end up. So my questions have a high level of relevance, on account of the move.

Fees: those are the fees and their reasons quoted to me by Gail, the Paso PD person. I haven't compared those numbers, as I'm still in the early phases of my research.
