Requiring all states to accept permits from other states would be great as a practical matter, but I'm not sure how Congress could do it under the constitution, because I think (hope!) the commerce clause doesn't stretch that far, and someone else already went into the other powers of Congress.

I'd hope that too, but near as this non-lawyer can tell the commerce clause is infinitely elastic and covers everything from taxes to breathing. Old cynic that I am, I think it should be renamed "The Federal Government Can Do Anything It Damned Well Pleases Clause."
But - as RD said - there's no way it gets past a Democrat filibuster, let alone Speaker Pelosi.
