I really think their purpose is for Mr. Hand Note to Teller Guy. As he walks out they lock him down. Mr. Hand Note to Teller guy probably figures that is what is going to happen too, so he goes to another bank without a man catcher.

An armed robber who is serious has other options to defeat it. But again would probably pick an easier target.

So bottom line it sounds like most the banks don't worry too much about the metal detector going off on the average ordinary looking person.
