I don't believe you can take it online.
I took mine with a Utah certified instructor that works at a nearby range.

If you go here:
http://bci.utah.gov/CFP/insoutstate.pdf you can see a list of out of state instructors.
The class is 4hrs and does not require range time. My instructor did however require range time.
