True, but better to carry where it's a bit inconvenient than not carry at all. Purses, ankle holsters, baggy clothes, and smaller guns aren't ideal, but they're better than nothing.
Wearing clothes a size or two too large so you can carry inside the waistband is something a guy can fix with a belt and look just fine. For a lady, clothing that is too large means it's baggy around the butt and thighs, and looks sloppy and obviously too big, especially if it's a suit.
