I think you guys are reaching a bit on the description of a utility or glove box. You are saying that the box can be laying in the back seat and be OK but if it is secured with a bracket then it is illegal. The only problem is having to open the safe to secure it to the bracket. If they could overcome that problem it would be everything CA needs to secure a gun in a vehicle. If you use this for securing a carry gun then it would not matter about opening it in public.
