That doesn't mean you didn't commit the violation. It means you didn't get cited. Two different things.
Regardless of what you were doing (which is easy to guess), a simple conversation with the guy may have been a better course of action. I hope others reading this thread don't file this one with the other great "incident" examples. Endangering others with a jason bourne inspired car chase is just not the right way to handle things.
