If you're not a resident, I think you can equate it to California style CCW issuance i.e. "Why do you need one", "We don't issue", etc. Some counties will issue to out-of-staters, some won't. Some probably have no idea that they can. IIRC you can apply in any county as a non resident (but you're only eligible if you're a resident of a bordering state), so pick carefully.

This is really a topic for the Oregon board. They're the ones that know the process and which counties will issue, and which ones will not.
