I am glad I am in a county where LEO notification is not mandatory.
If as described this deputy stopped what she was doing at a traffic stop and walked all the way across the street to tell him not to have a dog on his lap and did not give him a chance to speak, it sounds as if someone was having a bad day.
I do not think that if I believed this "encounter" was going no further that I would have informed her either.
