You don't have to have a CCW from your home state to have an out of state permit, so how can you be officially there on your home state permit???
I SAHANASME (Sure As Heck Am Not A SME) but...I would say that if Utah is the issuing state of your Utah license, and you were in Utah, then that would trump your California CCW. You don't have to have a CCW from your home state to have a Utah license, so there is no need to show it at all. It's likely they don't even CARE. They probably think you have Utah because you can't even get one in California.
And when you are outside the state lines of California, California has no jurisdiction to dictate whether you show your permit or not, unless its
the one permit you are depending on to carry concealed...it's not issued so you can carry outside the state, it's issued to you so you can carry INSIDE the state. It just so happens that the surrounding states are kind enough to recognize that permit.
Why complicate the issue? California for California carry, Utah for everywhere else.
