Just to throw a hypothetical out there, 'cause they're so much fun...

Suppose you have permits from California and Utah and your CA is issued by Orange County. You have a duty to inform per your OC license. Utah doesn't require it, as far as I can tell.

You're traveling in Idaho, which recognizes both permits. Which permit are you carrying on?

IANASME but personally, I'd error on the side of caution and notify. In a case like this, where the officer is just talking with you and not expecting you to reach for your pocket, I'd tell him verbally first and ask if he would like to see it. I'd also avoid using the word "gun" while I do.
