I did not read this to be a level III Reservist, Federal, Uniformed, Gun and Badge. And he did say that he was able to carry 24/7, it just had to be department issue and in a department holster.

"I work for a federal agency (uniformed, gun, badge) with a 24-hour carry policy. The policy is fairly restrictive, allowing carry of duty weapon only, in an agency-approved holster--and the weapon can only be used in defense of my life or the life of another law enforcement officer.
