Non-listed guns cannot be purchased NEW in this state. They can be purchased through private party transfers (PPTs) from someone who already lives in this state and legally has it (e.g., buy a previously owned firearm). I know, some of us can't understand the concept of selling a gun once we have purchased it, but I hear some people actually do sell guns they no longer desire to own.
