I think I properly deciphered your post... Yes, it IS legal in California for someone who is not prohibited from possessing a bullet resistant vest to wear it pretty much anywhere. If you are a felon, you ARE a prohibited person. Think about it like this... if you are prohibited from owning a firearm, and you have a bullet resistant vest, you REALLY need to determine if you can legally still possess it. I'm sure that there are some differences in possession rules, but I'd start there. I don't recall any vest restrictions that would allow you to own a firearm but not a vest... However, I think the OPPOSITE of that is possible.
