Some who knew Ramos spoke of his professionalism and voiced surprise that he or Farris could have fired too soon.
Greg Block, a firearms expert with the state who trained Ramos, described him as a “very good, caring officer with a calm, methodical demeanor.”
Block says the fact that both Ramos, the patrol supervisor, and Farris, the younger officer, came to the same decision bodes well for the investigation.

If one had elected to hold fire and one had fired, we could look at the decision based on the amount of years on the street and the person’s training. Here we have just the opposite.
